To assist the Government of Southern Sudan in its efforts to respond effectively to returning population and reintegration issues, Creative Associates, in partnership with USAID, has initiated a strategic town planning project in ten towns beginning September 2005. This project will create capacity at the local government level and tangibly demonstrate effective local and national governance by using town planning to address an array of issues such as: land tenure, land use, land compensation, zoning, resource identification, allocation and management, and public infrastructure guidelines. Creative will build on its successful pilot project in Rumbek to develop local governance skills through a participatory and consensus-based process that brings together key stakeholders including official and religious institutions, traditional leaders, community-based and non-governmental organizations, commercial interests and neighborhood representatives to discuss how local community want their towns to grow and establish a road map to achieve their goals.
